Coincidence?

Any day now it is anticipated that Governor Bob McDonnell will sign off on the abortion center safety regulations recommended by the Board of Health and mandated by the General Assembly.  The regulations require, among many other things, licensing and unannounced inspections by state officials.  This took on new relevance today when, in his budget speech, the Governor included the following:

“I have also included $1.1 million in state funding to address the shortage of medical facility inspectors, allowing the Department of Health to hire 13 full-time inspectors.”

Could one possibly be related to the other?
